美国联邦调查局（FBI）网路犯罪投诉中心（IC3）于 4 月 23 日发布了 2024 年年度报告，详细说明与加密货币相关的诈骗与犯罪投诉情况。

2024 年诈骗案累计造成约 93 亿美元损失

报告显示，2024 年共收到超过 14 万件与加密货币相关的诈骗投诉，累计造成约 93 亿美元损失。而 60 岁以上族群为受害最严重的一群，共提出约 33,000 件投诉，损失金额高达 28 亿美元。这群人也是整体诈骗与勒索受害中，损失最多、投诉数量最高的族群。

报告指出：

「去年，IC3 接获的总损失创下历史新高，达到惊人的 166 亿美元。其中诈骗是 2024 年报告损失的主要来源，而勒索软体再次成为对关键基础设施最普遍的威胁，投诉量较 2023 年增加了 9%。」

相较 2023 年，与加密货币相关的损失从 56 亿美元增至 93 亿美元，增幅约为 66%。其中损失最大的类型是各种形式的「加密投资诈骗」，而投诉数量最多的则为「性勒索」类型的诈骗，这类手法通常是利用受害者的照片或影片制造假色情内容进行威胁。此外，其他常见诈骗手法还包括透过加密货币 ATM 或自助机实施的诈骗。

FBI「升级行动」拦下 2.85 亿美元潜在损失

FBI 亦在今年 2 月公布名为「升级行动」的执法计划已成功在 2024 年 1 月至 2025 年 1 月间，协助潜在受害者避免约 2.85 亿美元的诈骗损失。

然而区块链分析公司 Chainalysis 警告，2025 年可能将创下历年来诈骗数量新高，主因是生成式人工智慧（AI）的普及，使诈骗活动更易于扩展与操作，让不法分子降低门槛、成本更低地发动攻击。

全球非法加密交易量达 410 亿美元

Chainalysis 统计显示，2024 年全球非法加密货币交易总量约为 410 亿美元，其中约 25% 与骇客攻击、勒索、人口贩运或诈骗有关。当中最引人注目的案件为 Bybit 交易所在今年 3 月遭窃 14 亿美元加密资产，创下加密货币业界至今最高纪录。

尽管加密货币持续发展并被部分政府与机构纳入储备，但整体环境中仍存在重大诈骗与网路安全挑战。随著 AI 技术被不法分子滥用，全球监管与防诈对策正面临更艰巨的考验。
